[System Redundancy] Submodule ownership not handled properly

            Description

            In case system Redundancy, when plugging a new submodule the ownership is assigned to first established SR-AR according to the rule "First Come First Served". However, this only applies if there is no primary SR-AR. Otherwise, the primary SR-AR always  gets the ownership regardless of when it was established.
