[System Redundancy] Unexpected ownership handling while plugging submodules

The general principle for submodule ownership assignment is "First come first served". But in case of system redundancy the following exception applies within the AR-Set: "Primary AR within an ARset always gets the ownership of all expected submodules". 

Current implementation does not consider this exception, which leads to the fact that for these submodules neither valid IO data nor alarms can be transmitted.
