Rework Ownership handling during DR

The current implementation of handling the Dynamic Reconfiguration has several flaws and requires special handling in various places. This could be improved a lot by reworking the ownership handling during dynamic reconfiguration.

Furthermore there is in an issue in our implementation with InputValidOnBackupAR. Our provided GSDML Files tell coustomer, that InputValidOnBackUpAR is supported by our implementation. This is however not case with Dynamic Reconfiguration. In case of Dynamic Reconfiguration a submodule may be replaced with a different one. This however requires that in combination with InputValidOnBackupAR valid data can be supplied for old and for new configuration at the same time. This usecase however can not be covered from our datamodel thus can not be supported.
