[ACD] TCP/IP stack defends IP address in probing state (active phase)

            Description

            The TCP/IP stack goes into state "WaitLinkIntegrity" as expected when it loses link on all Ethernet ports. But it does not transition to state "Probing" (active phase) when it gets a link again. Rather it behaves as if it is in state "OngoingDetection".
