[ACD] Stack defends IP address in probing state (certification issue)

            Description

            The stack goes into state "WaitLinkIntegrity" as expected when it loses link on all Ethernet ports. But it does not transition to state "Probing" (active phase) when it gets a link again. Rather it behaves as if it is in state "OngoingDetection".
