Unexpected pnio status when reading record immediately after plugging submodule

            Description

            When the application plugs a submodule and the firmwware associates this submodule with an existing AR, an Check Service sequence (packet) is performed. When the firmware receives an Read record service by the controller during this sequence, the read record will be rejected with error code "0x81814e01" for manufacturer specific records (I&M, etc). Other RPC releated service might be affected by the issue as well.

            It is expected that such a read record is handed over to the application as usual.
