drop support for some packet services

The following services shall no longer be supported by PNSv5. The command shall be rejected with "unknown command".

• PNS_IF_RETURN_OF_SUB_REQ                  = 0x00001F50
  • no longer required, automatically handled
• PNS_IF_SEND_DIAG_ALARM_REQ                = 0x00001F4C
  • no longer required, automatically handled
• HIL_SET_FW_PARAMETER_REQ = 0x00002F86

The following parametertypes in SetOem shall be rejected with "invalid parameter type".

• PNS_IF_SET_OEM_PARAMETERS_TYPE_1
• PNS_IF_SET_OEM_PARAMETERS_TYPE_2
• PNS_IF_SET_OEM_PARAMETERS_TYPE_4
• PNS_IF_SET_OEM_PARAMETERS_TYPE_9
