Add taglist entry to configure IP ports usable when no ip address assigned

            Description

            The newly defined taglist entry shall be implemented. This taglist allows the user to configure up to two ports that can be used via Socket API even if the IP stack integrated in the firmware is unconfigured.

            By default the taglist shall have both ports set to 0 indicating that no port is available for the Socket API if IP stack is unconfigured.
