Unexpected behavior of Check Services

Under various conditions unexpected behavior of check indications can occur. The following  problems have been observed:

• Missing "Unused" Check Indications for submodule with API != 0
• Missing "Unused" Check Indications when a new AR is established while the stack still processes unused "Check Indication"
• Missing Check indication for some configurations, e.g. Submodule configured in Slot 1 Subslot 1 and Slot 3 Subslot 1 does not yield check indication for Slot 3 Subslot 1

It is expected that Check Indications occur under all conditions as defined.
