unequal testresults in certification testcase CHECK_PEERS_DIFF for different kind of firmware configuration

Executing the PNIO Tester testcase CHECK_PEERS_DIFF leads to different results depending on how the firmware is configured.

All tests are done with netX52 NXLFW on NXHX52-JTAG board.

Scenario 1)
Configuration with Sycon.net database and no application on DPM. All is fine, no error in manual testcase evaluation.

Scenario 2)
Configuration with PNS_IF_SET_CONFIGURATION_REQ but no registered application on DPM. netX handles remanent data. Manual testcase evaluation shows errors.

Scenario 3)
Configuration with PNS_IF_SET_CONFIGURATION_REQ AND registered application on DPM. netX handles remanent data. Manual testcase evaluation shows errors.
