Occasional AR Abort when establishing IRT connection with new configuration

            Description

            When an IRT connection is made to the device with different IRT configuration than before, this first connection attempt might be aborted unexpectedly with status code  "DHT watchdog expired (0xCF81FD05)". However, a subsequent connect attempt will succeed afterwards.

            The problem is most likely seen in SPIRTA certification test during SyncSlave testcase where the IRT configuration changes, but the PTCP configuration is the same. The problem may also occur during comissioning phase.
