Wrong RTC3 Port states may occur during configuration changes

            Description

            During IRT configuration change, the switch might assume wrong RTC3 port state "RUN" or "UP". This may lead to unexpected abort of the first connection attempt with profinet status  code "DHT watchdog expired (0xCF81FD05)".

            The problem most likely shows up in SPIRTA certification test runs during Sync Slave testcases.
