No Check Indication when plugging a submodule into an AR

When the application plugs a submodule which was requested by an already established AR, the application does not receive a check indication.

For the following reasons it is expected that the application receives a check indication:

• The application needs to know that an AR was assigned the submodule's ownership. This is done through check indications when the connection is established and shall be done in the same manner whenever the stack is reconfigured during an established connection.
• The application might want to report a "substitute" instead of "wrong" in case of a mismatch between expected and configured submodule. A check indication is required for that
