SPIRTA tests randomly failue due to Advanced Startup CPM monitoring

            Description

            When running SPIRTA testcase which use Advances Startup, the tests might fail randomly depending on the timing. The problem occurs since the CMIO statemachine has been reworked and aligned with the specification. SPIRTA testcases do not obey the constraint, that IO monitoring can start with a delay of up to 100ms as a consequence of the CMIO statemachine definition.
