Wrong AlarmType used to report Sync mismatch and Fiber optic mismatch related diagnosis

            Description

            According to PN-Diagnosis_7142_V13_Mar17 and statemachine SYNC_DIAG)

            • the ChannelErrorType “Sync mismatch” is assigned to the AlarmType “Sync Data Changed Notification” and
            • the ChannelErrorType “Fiber optic mismatch” is assigned to the AlarmType “Port data change notification”

            Currently, the stack uses "Appears" and "Disappears" AlarmTypes to report sync and fiber optic related changes.
