Under some special circumstances Phy expected configuration not applied

In case loadable firmware (NXLFW) or loadable module, the stack starts a timer to automatically configure the phy's using existing PDEV parameters if within 500 ms no stack configuration available. In this contex, if the application needs more time than 500ms after PowerOn to hand over the remanent data  to protocol stack  the phy's may have another (default) settings then expected.

Linkable Object module (NXLOM) is not affected by this issue.
