move Phy-configuration timer from Protocol Stack to AP-task

            Description

            Currently the Protocol stack has a timer of 500ms after stack startup. If after 500ms the stack is not configured this timer will enable both PHYs with "Autonegotiation".

            This timer shall be moved from Protocol stack to AP task.
