unexpected LED behavior after ChannelInit while stack internal diagnosis exists

If the protocol stack has an active internal diagnosis (e.g. wrong neighbor connected) this is indicated by SF LED static ON.

If now a softreset is triggered (sequence RCX_CONFIG_DELETE_REQ, RCX_CHANNEL_INIT_REQ) afterwards the stack is unconfigured. However the SF LED is still on and PNS_IF_GET_DIAGNOSIS_REQ returns information that a diagnosis exists.

It is expected that the internal diagnosis is removed in this case.
