Description
In case two IO Controllers try to use the same submodules this conflict is detected by the protocol stack. The first connected IO Controller gets access to submodule, the second one is informed that he can not use it. This works as expected.
If now first IO Controller disappears from the network it is expected that protocol stack informs the second IO Controller via ReleaseAlarm that it can now use its desired submodules.
Observed behavior: Sometime the ReleaseAlarm is not generated for all submodules.
