no Release alarm generated in case submodule was previously set to state "superordinated locked"

            Description

            In case application intentionaly set the submodulestate to "superordinated locked" and now clears this state it is expected that a ReleaseAlarm is generated for this submodule (in case it is part of an AR). This alarm needs to be generated by protocol stack.

            Current implementation does not issue such alarm.
