Firmware will always write remanent data file to flash when IP is set (only in case of Sycon.net database configuration)

            Description

            In case the firmware is configured with a Sycon.net database and the firmware shall store the remanent data to the flash an unnecessary write of remanent data is made when the IP is set. This is done EVERY time the IP is set.

            Issue was introduced with PSPNS-2453.
