CheckInd with substitute Module and proper submodule does not work

if there is a difference between the expected configuration in IO-Controller and real configuration in IO-Device in the following special situation there is no data exchange possible for a submodule:
the ModuleIdentifier differs between expected and real configuration but the SubmoduleIdentifier matches.

In this situation the stack generates a CheckInd with "substitute Module" and "proper submodule" to application. If this is reported back to the stack this leads to a message to IO-Controller stating "substitue Module" and "wrong submodule"
