IP address conflict not cleared by Channel Init or Start Stop Communication service

When the controller startsup with an IP address conflict or detects an IP address conflict at runtime it not possible to get the controller back to operation with a Channel Init Service after the address conflict had been resolved. It is expected that in such a case after the Channel Init Service the communication is established again.
