Invalid led state and Communication error in case of address conflicts

When the firmware detects an address conflict, the problem is not properly shown with proper communication error in DPM common status block. In case of address conflict on startup, the leds are also not displaying the problem. It is expect that the problem is shown in the DPM common status block using the error code 0xC0000144L (ERR_HIL_DUPLICATE_NODE) and both leds blink with 2 Hz whenever an address conflict is detected.
