Implement mechanism to indicate / receive remanent data to / from host application

To pass PROFINET certification storage of remanent data is required. This is a task of the host application. The IO Controller firmware will only indicate the data to the host and wait for receipt of such data at startup.
The firmware does not store this data itself.

The handling of the packets needs to be implemented.
