Feature: Add API to configure which IP to use for AR (given by engineering or found in network)

The configuration API shall be extended in order to allow configuration of a mode where during AR establishment the IP of the IO Device is not set by IO Controller.
Instead the IO Controller shall use the IP the IO Device reports back in DCP Identify Response.

In case the IO Device does not have an IP or its IP is not reachable by IO Controller a dedicated error code shall be defined and used in the AR logbook.
