Address conflict detection not working as expected

According to attached trace if two device with same IP address are in the network and unexpected behavior occurs. The first ip frames are sent to the device which responded as first to the ARP request. Later on the ip frames are sent to the device which responded as second device. Expected behavior is:

• The controller firmware shall verify that the MAC address reported in DCP Identify Response and ARP response are identical. Otherwise there must be IP Address conflict.
• The controller firmware shall use a static ARP entry for the IP-MAC address binding instead of a dynamic one.
