parameters set by SetOEM ParameterType 5 or 18 are no longer applied after ChannelInit

In case of database configuration and usage of SetOEM ParameterType 18, its values are used as expected.

After executing a second ChannelInit, the DeviceType and SoftwareVersion parameters set by SetOEM Service are no longer used. Instead, default vavlues (devicetype from databse, SoftwareVersion from firmware) are used.

In case of configuration and usage of SetOEM ParameterType 5, its values are used as expected (expected I&M records can be accessed).

After new configuration sequence (SetConfig, ChannelInit) the default I&M behavior is restored and parameters of SetOEM ParameterType 6 are no longer active.
