Set OEM service handling is partly wrong & incomplete

            Description

            The handling of Set OEM service is partly wrong & incomplete:

            • Set OEM Parameter 22 is not validated properly
            • Set OEM Parameter 23 is not rejected in state Bus On
            • The implementation works around the behavior of the protocol stack, that the protocol stack resets some settings during reconfig. The better approach would be to fix the protocol stack to not to do so. (Makes things even easier)
