Reject usage of hardware revision, order id or serial number in packet services

In accordance with the recently made definition, that the Dataprovider will be the only source for hardware revision, order id and serial number for new firmware releases, the packet api implementation needs to reject the usage of any of these information in existing packet service.

The implementation is changed such that Set Configuration Service and Set OEM Parameter service will be rejected if any of the fields related to above parameters is set to a non-zero value. Order id information present in Configuration Databases will be ignored.
