Add RPC socket TOS api to allow using IP based services without priorization

            Description

            The RPC socket TOS shall be editable from outside of the PN_Core component.

            Therfor a setter function shall be implemented to give the PNDIF component access to this functionality. Otherwise the DSCP value can not be changed in context of set oem parameter 26.
