Allows the reporting of plug alarms after Switchover and before the start of the PrmBegin sequence.

            Description

            It should be possible to report plug alarms after a switchover. Therefore, waiting for the IO-Controller to trigger the PrmBegin sequence is unnecessary.

            There is a case where the IO-Controller starts the switchover but does not trigger the PrmBegin sequence as there is no need to do so. This is allowed in the specification.
