SR mode with unexpected ReturnOfSubmodule alarm from the ioDevice when switching from backup to primary

The pnio device shows incorrect behavior in SR mode on the second change from backup to primary if a pull alarm was previously triggered and a plug alarm was triggered after the change. In this case, the device sends a "Return of Submodule" alarm after the change, although a PLUG alarm is expected.
This is always the case when an AR switches from backup to primary for a second time.
