Alarm not sent when plugging multiple submodules owned by different ARs

            Description

            When plugging several submodules at once which are owned by different IO Controllers (Shared Device usecase) only the Plug Alarm of the first plugged submodule might be sent while the others are not generated. The problem is most likely seen in conjunction with Check Service (e.g. wrong Submodule plugged)
