Write Record request might be rejected during plug sequence

            Description

            In case Shared Device, when the stack is configured to generate Check Indication and owner AR is aborted, it might happen that a Write.req is rejected using the Errorcode "PNIO_E_FSPM_SERVICE_PENDING"  which actually means that the indication packet is being processed by the application.
            The problem only occurs when Write.req is received while a Check.Ind is still being processed by the application.

            This is the identical error as reported in PSPNCORE-474.  Unfortunately, the problem still occurs.

            Check ind should only be reported to the application if no plug sequence is active at all, not only for the affected AR.
