[System Redundancy] Initial APDU status not reported to the application

            Description

            In case System Redundancy the following applies:

            • The change of "state" flag in APDU status (e.g. Backup to Primary) is indicated using Set ARset status change Ind. APDU Status change Ind will in this case not be reported.
            • APDU status change will only be indicated for the Primary AR.
            • As in IO-AR case, Change in "DataValid" flag is generally not reported (Since the Ethernet frame is ignored)

            Currently, when a backup SR-AR is switched to Primary, no APDU status change is reported if no change in the relevant flags "ProviderState" and "Station ProblemIdicator" detected. In this case the application has no info about the current ADPU status.
