Optimize internal handling of cyclic frames to improve performance for fast cycle times

            Description

            When the Profinet Device protocol stack is configured for a 250µs Send Clock in IRT mode, cyclic frames are occasionally not sent.

            It is expected that cyclic frames are sent as expected.
