handling of LLDP_CMD_NOTIFICATION_RES is broken leading to lost pool packets

            Description

            Starting with LLDP V4.4.0.3 the internal handling of LLDP_CMD_NOTIFICATION_RES is no longer working as expected. As a consequence the response packet gets lost in the system.

            If this happens 32 times LLDP is no longer able to send any kind of indication to other tasks.

            4.4.0.2 and earlier versions are not affected by this issue.

            Only products using  LLDP_SET_PARAM_PCK_T  with type LLDP_SET_PARAM_TYPE_NOTIFICATION_DESTINATION  are affected by this issue.
