Change Indications sent without waiting for response

When LLDP send Topochange or Xpno Change indication it does not check if such an indicaiton is still pending. As a consequence, LLDP might overflow other Tasks Queues with Packets under high system load conditions.
It is expected that LLDP waits until a response has been received before sending another change indication.
