in case of fix Ethernet Port configuration (autonegotiation disabled) the 802.3 TLV in LLDP frames is incorrect (certification issue)

            Description

            If Autonegotiation is disabled this needs to be indicated by LLDP in its "IEEE 802.3 MAC/PHY Config/Status TLV". Currently this TLV still reports "Autonegotiation active" in this case
