Add new Usecase C Singleport SPE firmware

A new Usecase C Singleport SPE capable firmware shall be added.
It shall support 10MBit/s MAUType.

This firmware shall only be available as Usecase C, there is no requirement for Usecase A firmware.

The new firmware fileheader shall use the newly defined HardwareOption value 0x84 (see HILDEF-226)
For the currently available SPE Eval Board (NXEB 90-SPE) the ausHwOptions needs to be filled as follows:

The new firmware filename shall be X190H002.nxi

The new firmware shall feature-wise be equal to Usecase C Singleport firmware.
