AcdFault bit stays zero in IP address conflict state

            Description

            In case an address conflict occurs, the AcdFault (bit 7 in Status attr. 1 of TCP/IP object 0xF5) remains zero, which is not expected. According to CIP Volume 2 the bit must be set.
