BusOff causes stack reboot unintentionally if no configuration is available

If a BusOff event is served and the stack has not been configured or a previous configuration has been deleted in the meantime, then the state machines unintentionally perform a state transition through OFFLINE. This is similar to a stack reboot with all side effects, like a self testing sequence on the LEDs and the system mostly being reset to a default state.
