Split encap layer, cleanup, allow to reject TCP accept

            Description

            We see problems in a sequence RST, SYN, Receive.
            We want to reject the ACCEPT right away with a RST in case we are BusOff. Currently, we do this only for actual RECEIVES, so a client can handshake anytime.

            Also, the encap layer mixes up TCP, UDP and IO server bits. These shall be separated cleanly.
