Raw Ethernet API (NDIS) not working if no MAC address exists on component startup

            Description

            If the Ethernet Interface component is used in a firmware and the firmware is running on a hardware which sets the MAC Address delayed via Mailbox (e.g. legacy HIL_SET_MAC_ADDR_REQ or DDP with startup mode passive), the Ethernet Raw API will not work properly.

            The component will report MAC Address to be 00:00:00:00:00:00 and API is thus not available.

            It is expected that the component is able to handle these usecases and work properly once the MAC address is set.
