[v5.4.0.x] backport change of FoE register file API to allow wildcard patterns

            Description

            The change of FoE register file API to allow wildcard patterns introduced with v5.5.0.0 (v5.4.1.0) has to be backported to v5.4.0.x branch to enable easier migration for customers.
