Stack does not detect missing 24V after Channel Init

            Description

            After System restart , tested stack has following condition:
            ulCommunicationState = 0x00000004 Operate
            ulCommunicationError = 0xC062002C "24V Network Power Missing"
            ulErrorCount = 0
            NCF_ERROR flag is ON

            After Channel Init , tested stack has following condition:
            ulCommunicationState = 0x00000004 Operate
            ulCommunicationError = 0x00000000
            ulErrorCount = 0
            NCF_ERROR flag is OFF
            flag 24V_NETWORK_POWER = FALSE

            I am expecting stack to detect missing 24V Bus power for each of initialization request - System Restart and Channel Init
