Add support for tag HIL_TAG_EIP_FILE_OBJECT_ENABLE_DISABLE (0x3000A006)

The taglist editor shall support the following new taglist entry that enables a firmware integrator to enable or disable the CIP File Object within EtherNet/IP firmwares.
The CIP File Object can be used to provide access to the device's EDS file through CIP means.

The following options shall be available:

• Disabled
  The CIP File Object will not be available.
• Enabled 
  The CIP File Object will be available.

The definition of the new taglist entry is documented in HILDEF-244.
