Error When Opening the Device Description File Selection Dialog in SYCON.net

On certain PCs, SYCON.net encounters an issue even before a device description file can be imported.
Although SCON.net and the Device Library are fully installed without any errors, an error message appears
when attempting to open the file selection dialog used to choose a device description file.

The issue therefore occurs when opening the file selection dialog, preventing the import process from starting.
On other PCs with the same software version and device library installation, the dialog opens without any problems.
