PNMV3 DTM enables LineDelay check even when neighbor does not support PTCP protocol

Line Delay mismatch diagnosis.

Analysis of the network capture showed that a Line Delay check was enabled for a device on a cable, where the neighbor devices does not support PTCP at all. Also the GSDML file of the neighbor devices does not show that PTCP is supported.

On connections where one of the partners does not support PTCP, a Line Delay check shall not be enabled.
